Managers can add their own objectives and measures as well as selecting an employees record to add objectives and measures against the employees record:
When entering an objective for an employee the manager will be able to set the objective to be employee editable or to prevent the employee from making changes.
When the employee editable flag is set to no, the objectives details and key measures detail will not be editable by the employee, the employee will however be able to amend key measure progress and key measure notes.
