If the user is unable to access Evo, check the following things to ensure this contributing to the members Evo being deactivated.

Check the member is active on Evo by following the below steps;
Click the Members
icon.
Check if the Member is visible, if not visible tick so show deactivated members.
Check to ensure there isn't another member using the same email by following below steps;
Click the Members
icon.
Check active and deactivated member email address.
On People Planner, check if another user is using the members email by following below;
Click Settings.
Click Other.
Click Profile and Users.
Click Users.
Click into each user record to check the users email address being used.
If the user on People Planner is terminated it will also terminate the Evo members account.

On People Planner ensure the members email address isn't being linked to an employee record by following below;
Click Settings.
Click Other.
Click Profile and Users.
Click Users.
Ensure the users, employee staff profile isn't linked, you will locate this by clicking into the user record and ensure no employee record is linked to the user profile.
If the user is linked to an employee staff profile account this will deactivate the account if the employee staff profile is made inactive/terminated.
